Ideas Grow Here is a proposed statewide initiative designed to invest in story development, regional production, and creative tourism by merging California’s legacy industries—film and wine—into a forward-thinking network of workshops and funding opportunities. Unlike traditional tax-incentive programs, this initiative aims to cultivate a vibrant creative ecosystem that makes California a more attractive and practical place to develop and produce film, TV and media projects. It positions the state as a hub not just for production, but for development, an often overlooked phase in existing incentive programs.
